Overview of accounts and roles
You can manage users, add Sandbox testers, manage API keys, and manage access to the source code for Xcode Cloud in the Users and Access section of App Store Connect.
User roles determine access to sections of App Store Connect and the Apple Developer website, as well as privileges for performing tasks. In most cases, a role can be assigned to more than one user and a user can have more than one role. The person who enrolls in the Apple Developer Program is the Account Holder, which is the only user that can sign legal agreements, renew membership, or create developer ID certificates. There can only be one Account Holder.
Individuals enrolled in the Apple Developer Program can give up to 50 additional users access to their content in App Store Connect. However, these users only receive access to App Store Connect and aren't considered part of the team in the Apple Developer Program. They won't receive access to other membership resources or benefits.
Organizations enrolled in the Apple Developer Program can add an unlimited number of members to their organization’s team. All users receive access to App Store Connect and all other membership resources and membership benefits.
Note: Two-step verification or two-factor authentication is required to sign in to App Store Connect. Visit the Security section of your Apple Account or Two-factor authentication for Apple Account to enable two-step verification or two-factor authentication for the Apple Account associated with your account.
