Apple charging me $119 USD for developer fee in Cameroon

When I was applying for the developer app, we were being told to pay the usual $99 USD for the annual fee, but since the site process is a little long from Apple's end they suggested we use the app. Omn using the app the fee was added by $20 USD, is this normal?

It seems to be normal.

I've searched for "Cameroon taxes on import of digital goods":

Cameroon exports of goods and services as percentage of GDP is 19.41% and imports of goods and services as percentage of GDP is 20.50%.

20.5% over 99 = 119.29

That's not extra money that goes into Apple's pocket but the state's one.
