Hello Developers, The problem is I tried to enroll and got an email at the same day on Sunday:

Thank you for your order. Here's a summary of your order request, which will be processed within 2 business days. We'll notify you when your items are ready.

Then, after 2 business day, I wasn't informed, and my account is still pending. Tried to send letter to Apple Developer Support but still no response.

Also, my money from card didn't spend, so maybe should I try to pay again? I still have window

To continue your enrollment, complete your purchase now Your purchase may take up to 48 hours to process.

What's the best solution for this, because we have deadline for our client to application, but still can't event register a developer acccount.

I think I finally figured out why Apple is not processing the payment, it is because the payment is being initiated via Credit Card from a Windows PC. I installed the Apple Developer App on a borrowed iPhone, reenrolled to the program and paid the membership using my credit card, and it was a success. The key is to use one Apple device to enroll and then make payment.
