Program Enrollment issue

Hello, We are trying to enroll into the developers program since 5th of January. While we got proceed the verification, we had the last step which is to pay the annual fee. We tried twice and while we received a success email the subscription never completed.

We tried to communicate with the support and they changed the enrollment from web to mobile. Then for some reason the application was not able to send the ID, the driving license due to a connection error (as it reported). We tried many times and still nothing.

We have sent multiple emails for our issue and still we don't have answer by the apple support.

Also, in one email response they. gave us instruction to fill a phone call form but this form does not exist as they mention.

Any idea how can we proceed this as we have a deadline on submitting the app we are building for review?

I think I finally figured out why Apple is not processing the payment, it is because the payment is being initiated via Credit Card from a Windows PC. I installed the Apple Developer App on a borrowed iPhone, reenrolled to the program and paid the membership using my credit card, and it was a success. The key is to use one Apple device to enroll and then make payment.
