Since Apple support doesn't help developers solve this problem, I'll leave my contribution here.

For those who are suffering from this error, try following this step-by-step guide:

  1. Create a new Apple Id.

  2. Click on Continue enrollment on the web:

  1. After a few steps you will see the payment page:

  1. After payment, I'm waiting for confirmation, and I hope everything goes well.
