I do not get enrollment notifications and can not complete developer id enrollment process

Hello, I tried to enroll to the developer program almost two weeks ago but I did not receive the announced email with next steps or any notifications to fix missing or faulty enrollment data. Here is my setup:

  • I have a company managed apple ID which was created via the business manager and is not an actual email address in my understanding (or if it is, I do not know how to access the inbox of this email address).

  • I have my company email address, which is a real email address (not like the apple id)

  • My company email address is set as my email address in my business.apple.com account

  • My company email address is set as my email address for notifications under my apple id account (appleid.apple.com/account/manage)

  • Before my company set up my managed apple id account, I created an apple id which is identical to my company email address. I suspect this might cause the problems though it did not prevent the business id enrollment using my company email address.

Furthermore I could not contact apple developer support by phone because it says no valid email address (which is very confusing as feedback for contact by phone attempt). Support by text is possible but I get no answer to my company email address here either and thus get no support.

Please help.
