on 12th of october I received an email from Apple. That's what was written in the email:
Due to the issues in getting your payments processed, I have completed a manual order for the enrollment.
The order number for this order is ADG5115658 in the amount of $99.00 plus applicable taxes. Orders can take up to 48 hours to process. I will keep you posted on the status of this order.
