Apple isn't calling my number to help change my individual apple account to a corporate one

I'm in Nigeria currently (and Nigeria is set as my location in my Apple Developer account), and I have sent Apple repeated messages (via email where I quoted my phone number and through their official portal) to call me so that they can complete the process of changing my individual account to a corporate one. What can I do as I've been on this for nearly 2 weeks?
