Membership purchase processing time

Hello developers, I've tried purchasing a developer membership and I got an order confirmation saying that the order processing may take UP TO 48 hours.

Here I am 5 days later and it's still not processed, my card was not charged, and I get no responses from support.

Is this normal or am I being given the 3rd world treatment due to my country of origin?

Is coming up as blank now and I'm unable to contact anyone, purchased international phone credits to call Apple Developer hotline only to be told that I need to go to https://developer.apple.com/contact/ which does not work and shows up blank.

What is going on? I just want to get my app published.

Why do I have the feeling if I was named Johnny American from San Diego, CA I wouldn't have been facing these issues and everything would have been processed smoothly.

I want just to PAY APPLE even more money for the privilege of developing my app, I'm already paying them buy buying their hardware, at a premium mind you because Apple hardware is 20% more expensive here than even the US, and I'm still being treated as "risky" from the get go and no one answers my support tickets.
