Hello,

I requested the Family Controls (Distribution) entitlement and was granted access:

However, the "Additional Capabilities" Tab is not showing up in the associated App ID in "Certificates, Identifiers & Profiles":

AFAICT that capability was not added to your team (Team ID 5xxxxxxxxR). I’m not sure what went wrong here — I’m not involved in this approval process — but my advice is that you get back in touch with the folks who granted you the capability.
