Locked out of my Business developer account

I tried to sign into my business developer account and it will NOW not let me in.

  1. After contacting Apple ID support it appears that my personal Apple ID (used to access the developer account) is locked and they are unable to reactive it.
  2. Apple have confirmed that the developer account is active and fully paid up.

I need to try to move the developer account to another Apple ID.

Can anyone help?
