I am running the watch on watchOS 9 and trying to enable "developer mode" (which requires a restart). However, upon restart, developer mode remains disabled. I tried several times, but developer mode just won't turn on.
any thought how to solve?

Have you found any workaround/solution? I had a similar issue with an iPhone 11 Pro Max (see my case: [https://developer.apple.com/forums/thread/721167)).
At least you can see it! I'm starting to think they are discouraging Apple Watch App development at this point.
