Unless you have an app, you cannot send an arbitrary message notification to a wallet pass.
To send a visible notification to a pass, you must make an update to the pass, and include a change message with the update notification.
To send a message to the device/user that is not tied to an update, you would need an app installed on the device and then you can send any kind of messages via notifications to the app.
