My app has two Window Groups: Window1 and Window2 Moving Window2 to Window1 will overlay, and I cannot see or interact with Window1. My question is, is there any way that I can make Window1 always on top, and whenever Window2 moves in front of Window1, will it be overlayed instead of Window1?

Can you explain more about your use case? Generally, this is expected behavior. If you're dragging a window on top of another, the one in the back will fade out until you move the window on top away. This is so that you can continue interacting with the active window (the one you're moving).
