iOS 17 - "Keep..." button in provisional user notifications doesn't save the settings

When a user receives a provisional notification and they click the "Keep" button and choose deliver immediately, there is no OS setting changes. The notifications are stuck in "delivered quietly" unless the user happens to change that in their Settings.

When a user presses the Keep button, and then chooses Deliver Immediately, this will continue delivering future notifications, but only quietly. The system authorizes your app to send notifications, but it doesn’t give your app permission to show alerts, play sounds, or badge the app icon. Your notification only appears in the notification center history unless they change your app's notification settings explicitly.
